IL FY 1991 BPA BUDGET ALLOCATIONThe FY 1991 AIWP reflects strengthened coordination <strong>and</strong> prioritization throughthe Implementation Planning Process (IPP). Anadromous <strong>fish</strong> will continue tobe the area of focus of the AIWP (Figure 11, with the following highlights:1) hydro system operations/downstream migration reflects increased emphasis on<strong>fish</strong> passage; 2) <strong>fish</strong> health, artificial production, <strong>and</strong> supplementationprojects will be scrutinized <strong>and</strong> implemented at a reduced level due toemphasis on production rather than research; 3) the Umatilla Hatchery shouldbe completed during the year, <strong>and</strong> activities will continue on the Yakima <strong>and</strong>Northeastern Oregon production facilities.Resident <strong>fish</strong> activities, including first year operation of the Lake Roosevelthatcheries, will continue. Most of the existing resident <strong>fish</strong> measures in theCouncil's Program will be completed by the end of FY 1991.The <strong>wildlife</strong> <strong>program</strong> will be obligated at a higher level than in the past, dueto anticipated full implementation of the FY 1990 <strong>wildlife</strong> Program amendment.Many new mitigation projects are expected to be implemented in Oregon,Washington, <strong>and</strong> Idaho following the establishment of priority mitigationobjectives by the Council. The Montana <strong>wildlife</strong> trust payment will be made,<strong>and</strong> specific projects will be implemented through the mitigation agreementwith Montana.Operation <strong>and</strong> maintenance (O&M> will continue to increase as the Fish <strong>and</strong>Wildlife Program matures, <strong>and</strong> more facilities that require O&M are constructed.21
