7 . 1 07.10 FUND PROJECTS AS PROVIDED IN SECTION 903(g)(2) AND ACTION ITEM 7.8.903(g)(Z)[Abstract1 The appropriate party or parties shall fund resident<strong>fish</strong> substitution actions in the blocked area above Hells CanyonDam to partially mitigate for salmon <strong>and</strong> steelhead lossesincurred as a result of the construction <strong>and</strong> operation ofFederal <strong>and</strong> non-Federal hydropower projects in the blockedarea.ACTION ITEM ACTIVITY SUMMARY:Objectives:Develop funding mechanisms <strong>and</strong> scheduling forsubstitution projects above Hells Canyon Dam.resident <strong>fish</strong>Background <strong>and</strong> Progress to Date:Plans:BPA has agreed to fund a portion of the Duck Valley measure. Troutwere purchased from private growers <strong>and</strong> stocked in FY 1988, FY 1989,<strong>and</strong> FY 1990. BPA funded a study to develop alternative means to<strong>annual</strong> <strong>fish</strong> stocking to enhance the <strong>fish</strong>eries of the Reservation <strong>and</strong>the development of a <strong>fish</strong>eries management plan.The Duck Valley <strong>fish</strong>eries management plan will be refined <strong>and</strong> troutwill be purchased in FY 1991. BPA plans to fund a feasibility studyfor resident <strong>fish</strong> artificial production above Hells Canyon Dam inFY 1991. Funding of this feasibility study does not representagreement by BPA to fund additional resident <strong>fish</strong> substitutionprojects above Hells Canyon Dam prior to the determination of theappropriate funding entity, or entities, by the Council.1 8 7
