7.157.15 ONGOING DRAWDOWN STUDIES(Continue Cooperative Studies; Present Results to Council. SubmitRecommendations by March 1, 1988.)903(b>(3-4)[Abstract] BPA shall fund research to develop operatingprocedures for Libby <strong>and</strong> Hungry Horse, including establishmentof reservoir levels to protect resident <strong>fish</strong> <strong>and</strong> development ofalternative means to resolve conflicts between drawdown limits<strong>and</strong> requirements for <strong>fish</strong> flows by means of the water budget.BPA shall submit results to the Council by March 1, 1988.Mitigation projects shall be identified in the Flathead Basin inrelation to construction <strong>and</strong> operation of Hungry Horse. Resultswill be submitted to the Council by November 15, 1987.ACTION ITEM ACTIVITY SUMMARY:Objectives:To determine the effects of reservoir operations on <strong>fish</strong> in Libby <strong>and</strong>Hungry Horse Reservoirs. Identify mitigation projects in theFlathead Basin in relation to construction <strong>and</strong> operation of theHungry Horse hydroproject.Background <strong>and</strong> Progress to Date:Plans:Projects at Libby <strong>and</strong> Hungry Horse Reservoirs have been funded since1983. Both projects were designed to document the effects of waterlevel fluctuations on resident <strong>fish</strong>. The fluctuations reduce primary<strong>and</strong> secondary production in the reservoirs, hence they have a directimpact on <strong>fish</strong> production. Annual reports from 1983 through 1988document these effects. Mitigation alternatives for losses from theconstruction <strong>and</strong> operation of Hungry Horse Dam are described in thefinal report for BPA-funded Project 85-23. The models developedduring the project have been critically reviewed by researchers atthe University of Washington.Recommendations for further action will be submitted to the Councilafter completion of the studies. Biological models will be runconcurrently with the System Analysis Model to help guiderecommendations.2 0 5
