4.2 14.21 HATCHERY RELEASES IN UPPER COLUMBIA(Upon Council Review of Re<strong>program</strong>ming Plan, Fund Releases>703(d)(2)After Council review of the re<strong>program</strong>ming plan developed by the<strong>fish</strong> <strong>and</strong> <strong>wildlife</strong> agencies <strong>and</strong> Indian Tribes, BPA shall providefunds to transfer a portion of the <strong>fish</strong> from existing lowerColumbia River hatcheries to release sites in the upper ColumbiaRiver system to assist in restoring naturally spawning stocks,as provided in that plan.ACTION ITEM ACTIVITY SUMMARY:Objectives:To implement the re<strong>program</strong>ming plan (approved by the Council> toassist in the rebuilding of up<strong>river</strong> <strong>fish</strong> runs.Background <strong>and</strong> Progress to Date:Plans:Projects:BPA underst<strong>and</strong>s that the <strong>fish</strong>ery agencies <strong>and</strong> Tribes have notsubmitted the plan to the Council. When the Council has reviewed theplan, BPA will proceed with funding of hatchery releases in the upperColumbia River. BPA still awaits Council review <strong>and</strong> approval of theplan.Future projects <strong>and</strong> required funding will be identified after theCouncil approves the re<strong>program</strong>ming plan.No defined projects for FY 1991.1 1 7
