4.2 14.21 HATCHERY RELEASES IN UPPER COLUMBIA(Upon Council Review of Reprogramming Plan, Fund Releases>703(d)(2)After Council review of the reprogramming plan developed by thefish and wildlife agencies and Indian Tribes, BPA shall providefunds to transfer a portion of the fish from existing lowerColumbia River hatcheries to release sites in the upper ColumbiaRiver system to assist in restoring naturally spawning stocks,as provided in that plan.ACTION ITEM ACTIVITY SUMMARY:Objectives:To implement the reprogramming plan (approved by the Council> toassist in the rebuilding of upriver fish runs.Background and Progress to Date:Plans:Projects:BPA understands that the fishery agencies and Tribes have notsubmitted the plan to the Council.
