8.12 FUND IMPLEMENTAION OF MITIGATION PRIORITIES(Fund Mitigation Priorities approved by the Council)8.121003(b)(7)[Abstract] Bonneville shall implement Council-approvedmitigation priorities <strong>and</strong> plans at Federal projects throughthe IPP. Projects to be implemented shall take intoconsideration the st<strong>and</strong>ards listed under Measure 1003(b)(7).In reviewing proposals, the IPP will consider the extent towhich proposals would protect or enhance special habitat orspecies that would not be available unless prompt action istaken; such proposals should be implemented only with theconsent of the Council.ACTION ITEM ACTIVITY SUMMARY:Objectives:To identify, develop, <strong>and</strong> implement projects for priority <strong>wildlife</strong>mitigation objectives for Federal hydroelectric facilities.Background <strong>and</strong> Progress to Date:Plans:No <strong>wildlife</strong> mitigation has been implemented in the states of Oregon,Washington, or Idaho. Efforts to date have been directed towardsmitigation planning (Action Items 8.1 <strong>and</strong> 8.3).The Council is currently considering <strong>wildlife</strong> mitigation prioritiesfor Gr<strong>and</strong> Coulee Dam in Washington; for Palisades, Black Canyon,Anderson Ranch, <strong>and</strong> Albeni Falls Dams in Idaho; <strong>and</strong> for theWillamette facilities in Oregon.BPA will initiate <strong>wildlife</strong> mitigation projects for Federalhydroelectric facilities in Oregon, Washington <strong>and</strong> Idaho once theCouncil establishes mitigation priorities. Initiation in FY 1991depends upon Council action.2 3 7
