4.6.14.6.1 EVALUATE NON-STRUCTURAL WATER MEASURES IN UMATILLA BASIN(Develop Workplan, Report to Council in April 1989)703(a)(17>[Abstract] BPA, USBR, Council, Oregon Water ResourcesDepartment, <strong>and</strong> other interested parties shall jointly prepare aworkplan for an evaluation of non-structural alternatives thatmay benefit <strong>fish</strong> <strong>and</strong> hydropower generation, <strong>and</strong> whether thecombined benefits of such measures can be quantified.ACTION ITEM ACTIVITY SUMMARY:Objectives:Identify <strong>and</strong> evaluate alternative means of providing enhanced plans,other than pumping/exchange projects.Background <strong>and</strong> Progress to Date:Plans:ProjectsThis action item has been subsumed by the USBR "Section 213" study,m<strong>and</strong>ated by Public Law 100-557. Section 213 instructs USBR to reviewUmatilla Project Operations to identify ways to further mitigate<strong>fish</strong>ery losses. This study encompasses so-called "non-structural"measures in the Program, such as contracts, conservation, reservoirstorage allocation, water deliveries, water rights, <strong>and</strong> water lease<strong>and</strong> purchase. USBR completed review of the report, finalized it <strong>and</strong>submitted it to Congress in late 1989.USBR to be prepared to follow up on any recommendations Congress maydirect.None.85
