4.17.64.17.6 PROPAGATION OF SALMON/STEELHEAD IN PELTON DAM FISH LADDER(Fund, upon Council approval of Master Plan)703(g)(3)BPA shall fund propagation of salmon and/or steelhead smolts inthe Z.&mile-long fish ladder located at Pelton Dam on theDeschutes River in Oregon. This production shall be in additionto the fish propagated in the ladder by Portland GeneralElectric to mitigate the effects of Pelton and Round Butte damsand will not affect the mitigation responsibilities of thatcompany. The Oregon Department of Fish and Wildlife and theConfederated Tribes of Warm Springs will develop a master planfor Council approval prior to BPA funding of design andconstruction. The master plan should contain the same type ofinformation as in other hatchery master plans for Yakima,Umatilla, and northeastern Oregon facilities.ACTION ITEM ACTIVITY SUMMARY:Objectives:Fund the design and construction of propagation facilities at thePelton Dam ladder; fund the propagation of salmon and/or steelhead.Background and Progress to Date:Plans:BPA is awaiting development of the master plan by the fisheriesagencies and Tribes. The Master Plan will be complete June 1990.When the Council approves the agency and Tribal joint master plan forthe Pelton Dam ladder rearing: BPA will form a work group to assistin the completion of this Action Item. The design and constructionwill follow the recommendation of this work group. When the facilityis constructed, an operation and maintenance agreement with theoperator will be established.1 1 5
