6.16.1 TECHNICAL WORK GROUPS(Begin to Fund in FY 1987)206(b)(l)[Abstract] BPA shall focus its funding of salmon <strong>and</strong> steelheadresearch in the next five years in the following areas ofemphasis:1. Studying water budget effectiveness <strong>and</strong> reservoir mortality;2. Controlling disease problems affecting spring <strong>and</strong> summerchinook;3. Exploring methods for substantially increasing <strong>and</strong>improving hatchery production at existing hatcheries withinthe next 10 years; <strong>and</strong>4. Improving supplementation techniques.BPA shall fund technical work groups composed of representativesof the Fish <strong>and</strong> Wildlife agencies, tribes, hydropower projectoperators <strong>and</strong> BPA, with technical input from other experts, todevelop Five-Year Work Plans for each of the areas listedabove.ACTION ITEM ACTIVITY SUMMARY:Objectives:To fund the establishment of a TWG in each of the four areas ofresearch emphasis <strong>and</strong> to fund the development of Five-Year Work Plans.Background <strong>and</strong> Progress to Date:BPA funded the establishment of four TWGs in FY 1987. Each has madeprogress in its tasks:1. Reservoir Mortality <strong>and</strong> Water Budget Effectiveness TechnicalWork Group (M/WBTWG>:The M/WBTWG agreed on four areas of emphasis: survival <strong>and</strong> flowrelationships, predation, smoltification, <strong>and</strong> dam operations.As opinion was distinctly divided on the focus of survival <strong>and</strong>flow relationships, two Work Plans were submitted to the Councilin September 1987. The <strong>fish</strong>ery agencies/Tribes plan emphasizedlong-term monitoring to determine the effectiveness of the WaterBudget <strong>and</strong> examination of the mechanisms of reservoirmortality. The BPA/USACE/PNUCC plan emphasized shorter-termsurvival research <strong>and</strong> simultaneous research on both the<strong>and</strong> mechanisms involved in reservoir mortality. This latterplan also maintains a basal monitoring <strong>program</strong>. To date, BPAnegotiates <strong>and</strong> funds research projects. In FY 1990, three newprojects were, or will be, implemented.ext
