But in either case, these census tracts are cause for concern due to thehigh level <strong>of</strong> concentration <strong>of</strong> subsidized units <strong>of</strong> any type.Summary <strong>of</strong> Cluster Analysis Results<strong>The</strong> cluster analysis helps to understand why we get so many moderateconcentration results in the descriptive analysis. This is due to the fact that subsidytypes form at least two distinct types <strong>of</strong> concentration. <strong>The</strong> relationship betweenpoverty and the clusters is also lower than expected but is more apparent in the clusteranalysis. This detail is useful in identifying tracts that have both concentrations <strong>of</strong>subsidized housing along with high poverty rates. <strong>The</strong> level <strong>of</strong> detail provided in thecluster analysis allows for more nuanced policy recommendations.103
