The moderate version has poverty rates lower than expected but isstill sufficiently high to undertake efforts to reduce the level of poverty by avoidingsiting of any new subsidized units or use of vouchers.The second type has over one million subsidized housing units, primarilyother-site-based units, and is at a high level of concentration.
