would have to be to be considered too high what can be reported is the level <strong>of</strong>concentration in relation to the poverty rate.On this relative measure, tracts with poverty rates between 20 and 30 percentpoverty can be considered to have high concentrations <strong>of</strong> subsidized housing with 9.6percent <strong>of</strong> all units (twice the mean) and 17.4 percent (almost twice the mean) <strong>of</strong> rentalunits subsidized. <strong>The</strong>se numbers increase to 14.2 percent <strong>of</strong> all units and 22.0 percent<strong>of</strong> rental units in tracts with poverty rates between 30 and 40 percent and can beconsidered very high concentrations.<strong>Subsidized</strong> housing in tracts with poverty rates above 40 percent is very highlyconcentrated with 22.9 percent <strong>of</strong> all units and 28.7 percent <strong>of</strong> rental units subsidized.However, this level <strong>of</strong> concentration is actually lower than expected given the povertylevel incomes in subsidized housing. This finding indicates that even the highestpoverty neighborhoods are not completely subsidized and indicates that there is a morecomplex picture <strong>of</strong> these neighborhoods.Table 4.8 presents the number <strong>of</strong> subsidized units by the poverty rate in thecensus tract. What is immediately evident from looking at this table is that subsidizedhousing is located at all poverty levels and is not concentrated at the upper levels (over30 percent poverty) as might have been expected.On the very low end there are 897,952 subsidized units (22.3 percent <strong>of</strong> allsubsidized units) located in census tracts with poverty rates under 10 percent.66
