Accord<strong>in</strong>g to the Commissioner for L<strong>in</strong>guistic M<strong>in</strong>orities Urdu is not allowed as a medium of <strong>in</strong>struction at the secondary stage <strong>in</strong> Uttar Pradesh, though it is permitted to be taught as a language subject. <strong>The</strong> Commissioner has drawn the attention of the 4.187<br />

Government to the non-implementation of the agreed safeguards <strong>in</strong> respect of the State<br />

tongue be<strong>in</strong>g allowed as a medium of <strong>in</strong>struction at the secondary stage. the Chief M<strong>in</strong>ister <strong>in</strong> May 1953, the latter expressed the view that it was not obligatory to impart <strong>in</strong>struction at the secondary stage through the mother tongue of the l<strong>in</strong>guistic m<strong>in</strong>orities and that the decision of the Southern Zonal Council regard applied with<br />

that zone only. He <strong>in</strong>sisted that the regional language alone could be the medium of to<br />

at the secondary stage. 4.188 <strong>The</strong> Anjuman Taraqqi Urdu (H<strong>in</strong>d) alleged that even the schools run by the l<strong>in</strong>guistic m<strong>in</strong>orities were not allowed to have Urdu as the medium of <strong>in</strong>struction. S<strong>in</strong>ce a <strong>in</strong>struction<br />

number of secondary schools <strong>in</strong> the. state, were run by private organisations, it was easy for them to <strong>in</strong>troduce Urdu, if the necessary sanction and assistance were given by Government and the Board of High School and Intermediate Exam<strong>in</strong>ation. 4.189 <strong>The</strong> Director of Education told us that the Government had now decided to open Urdu medium higher secondary and secondary schools and Urdu sections <strong>in</strong> the exist<strong>in</strong>g H<strong>in</strong>di medium schools and that orders to that effect had been issued. <strong>The</strong>se orders when implemented would go a long way <strong>in</strong> meet<strong>in</strong>g the demands of Urdu speakers of the State.<br />
