<strong>Committee</strong> noted that a Commissioner for L<strong>in</strong>guistic M<strong>in</strong>orities had been appo<strong>in</strong>ted at the Centre by the Government of <strong>India</strong> to submit a report to the President on the work<strong>in</strong>g of the safeguards for m<strong>in</strong>ority language groups at such <strong>in</strong>tervals as the <strong>The</strong><br />

may direct. <strong>The</strong> <strong>Committee</strong> took the view that it was also necessary to appo<strong>in</strong>t a Stand<strong>in</strong>g <strong>Committee</strong> of the Southern Zonal Council to be the Agency for review and coord<strong>in</strong>ation of the implementation of the safeguards for L<strong>in</strong>guistic M<strong>in</strong>orities President<br />

accepted by all the States of the Southern Zone. Each one of the State of the as<br />

would be represented on this Stand<strong>in</strong>g <strong>Committee</strong> by one of its M<strong>in</strong>isterial representatives on the Southern Zonal Council. This <strong>Committee</strong> would discuss all problems that arose with regard to the work<strong>in</strong>g of the safeguards for l<strong>in</strong>guistic m<strong>in</strong>orities. Council<br />

was unanimously agreed that such a <strong>Committee</strong> should be constituted. 20. <strong>The</strong> Commissioner for L<strong>in</strong>guistic M<strong>in</strong>orities had sent a note to the <strong>Committee</strong> <strong>in</strong> it<br />

he had referred, among other th<strong>in</strong>gs, to the practice prevail<strong>in</strong>g <strong>in</strong> certa<strong>in</strong> States of which<br />

upon adequate knowledge of the regional language as a condition precedent for admission to the Science courses <strong>in</strong> Arts and Science Colleges and to all courses <strong>in</strong> Professional Colleges and polytechnics <strong>in</strong> the State and the compla<strong>in</strong>ts he had heard to <strong>in</strong>sist<strong>in</strong>g<br />

effect that the qualification is <strong>in</strong>sisted on only <strong>in</strong> order to deny admission to l<strong>in</strong>guistic m<strong>in</strong>ority candidates. <strong>The</strong> <strong>Committee</strong> noted that no such fanticism existed <strong>in</strong> any of the four States of the Southern Region. the<br />

Modifications made to the report above at a meet<strong>in</strong>g of the Southern Zonal Council held at New Delhi on 16th April 1960 were as follows :- 21.<br />
