6.171 In view the f<strong>in</strong>ancial difficulties faced by smaller and medium newspapers <strong>in</strong> general and Urdu newspapers ion particular, the rais<strong>in</strong>g of the standards of the vast majority of such papers will depend, to a considerable extent on the support <strong>in</strong> flow of material from the Press Information Bureau of the Government of <strong>India</strong> and similar organisations <strong>in</strong> the States.<br />
