Dur<strong>in</strong>g the discussion, Shri Subramaniam stated that while any citizen of <strong>India</strong>, with the requisite necessary qualifications was eligible to compete on equal terms for entry <strong>in</strong>to the State services, the M<strong>in</strong>isterial <strong>Committee</strong> had recommended the grant of certa<strong>in</strong> (b)<br />

to l<strong>in</strong>guistic m<strong>in</strong>orities with<strong>in</strong> each State. For this purpose a candidate concessions<br />

be considered to be a member of a l<strong>in</strong>guistic m<strong>in</strong>ority of a State if he had passed the requisite qualify<strong>in</strong>g exam<strong>in</strong>ation from that State and his mother-tongue was other than the regional language of the State. Recruitment to the public service was not, would<br />

limited by domiciliary restrictions which would offend aga<strong>in</strong>st the Public Employment (Requirements as to Residence), Act, 1957. No such restriction existed <strong>in</strong> any of the four States of the Southern Zone. however,<br />

was agreed that H<strong>in</strong>di should be added to the list of languages <strong>in</strong> which members of the l<strong>in</strong>guistic m<strong>in</strong>orities might answer the exam<strong>in</strong>ation for recruitment to the public services. It<br />

After some discussion, the Council approved of the <strong>Report</strong> and it was agreed that If any difficulty arose <strong>in</strong> giv<strong>in</strong>g effect to the decisions of the <strong>Committee</strong> the matter could be referred to the Stand<strong>in</strong>g <strong>Committee</strong>. As regards the composition of the proposed (c)<br />

<strong>Committee</strong>, it was decided that each State should be represented by a M<strong>in</strong>ister, and the Vice-Chairman of the Zonal Council for the year should be the Convener of the <strong>Committee</strong>. <strong>The</strong> Secretary of the Zonal Council for the year would be Stand<strong>in</strong>g<br />
