the requisite staff, it may well try to get the work done on a job basis from nonofficial translators. 5.61 Gujarat : <strong>The</strong> Gujarat Government has <strong>in</strong>formed the Commissioner for L<strong>in</strong>guistic appo<strong>in</strong>t<br />

that the translations need not be undertaken <strong>in</strong> such m<strong>in</strong>ority languages M<strong>in</strong>orities<br />

speakers were very small <strong>in</strong> numbers. For the districts, the collectors have been authorised to get laws, etc, translated <strong>in</strong>to m<strong>in</strong>ority languages. But we were <strong>in</strong>formed that neither the f<strong>in</strong>ancial resources nor the physical facilities required have been whose,<br />

for the purpose. This needs to be looked <strong>in</strong>to and necessary action taken to remedy the position. We also recommend that where a local body bag a sizable population of Urdu speakers <strong>in</strong> any ward, it should get its notifications, bye-laws, etc., provided<br />

<strong>in</strong>to Urdu also. translated<br />

Haryana : <strong>The</strong> Haryana Government has also issued <strong>in</strong>structions for publication of important documents, etc., <strong>in</strong> areas with the requisite population of Urdu speakers but there are compla<strong>in</strong>ts of non- implementation. 5.62<br />

In both Punjab and Haryana, where a large section of population still carries on its work <strong>in</strong> Urdu the Government may consider the advisability of widen<strong>in</strong>g the scope of the present <strong>in</strong>structions to extend the benefit to this section as well. 5.63<br />

Karnataka : Karnataka lost no time <strong>in</strong> draw<strong>in</strong>g up the list of local areas where the 5.64<br />

m<strong>in</strong>orities conformed to the Population test. Orders were issued for the publication of rules, orders, etc., <strong>in</strong> the languages of the m<strong>in</strong>orities concerned. <strong>The</strong> lists were prepared <strong>in</strong> 1964. <strong>The</strong> Government specified seven districts and three other areas l<strong>in</strong>guistic<br />

<strong>The</strong> <strong>Gujral</strong> <strong>Committee</strong> <strong>Report</strong><br />

of the State for the purpose of translation of laws, etc., <strong>in</strong>to Urdu. Publication of Urdu translations <strong>in</strong> Gulbarga had started <strong>in</strong> 1969-70. Accord<strong>in</strong>g to the report submitted to the Commis- sioner for L<strong>in</strong>guistic M<strong>in</strong>orities, several documents bad been translated. <strong>in</strong> Urdu and some other m<strong>in</strong>ority languages. <strong>The</strong> latest report states that while publication has started <strong>in</strong> Dharwar district, similar arrangements have not yet been made,<strong>in</strong> Bijapur<br />
