A way to circumvent the rigours of the <strong>India</strong>n Press laws was found by some of the <strong>India</strong>ns settled abroad, who published newspapers <strong>in</strong> <strong>India</strong>n languages from various cities <strong>in</strong> Europe and America and then smuggled them <strong>in</strong>to <strong>India</strong>. <strong>The</strong> first full throated 6.51<br />

on the colonial rule of the British came from these papers, whose clandest<strong>in</strong>e circulation appears to have been fairly wide. Amongst the earliest to have been noticed by the British Government was the Talwar or the Shamsher published from Berl<strong>in</strong>, some attacks<br />

whose issues were forfeited by the Government <strong>in</strong> 1910. From San Francisco was of<br />

the H<strong>in</strong>dustani and later the H<strong>in</strong>dustani Akhbar. <strong>The</strong> H<strong>in</strong>dustani was published <strong>in</strong> Urdu, Gurumuukhi and Gujarati. Its issue dated July 21, 1914, was declared forfeited <strong>in</strong> <strong>India</strong>. <strong>The</strong> H<strong>in</strong>dustan Gbadar Party used to publish the H<strong>in</strong>dustani published<br />

from San Francisco <strong>in</strong> the third decade of the 20th century. An Urdu paper, Yadi-watan, was published by the famous journalist-statesman, Syed Husa<strong>in</strong>, from New York, <strong>in</strong> 1923.
