We feel that the present postal rates for periodicals are high and the <strong>in</strong>cidence falls on the consumer whose purchas<strong>in</strong>g power is already low. periodicals<br />

<strong>in</strong>crease <strong>in</strong> postal rates and the resultant <strong>in</strong>crease <strong>in</strong> the price of publications has forced many of the subscribers to give up subscriptions, which has adversely affected the circulation of small and medium magaz<strong>in</strong>es. We would strongly urge upon the <strong>The</strong><br />

to give substantial concession to the periodicals and other publications <strong>in</strong> Government<br />

to postal rates. 6.83 <strong>The</strong> number of read<strong>in</strong>g rooms and libraries subscrib<strong>in</strong>g to Urdu newspapers and journals is stated to be go<strong>in</strong>g down. Even schools and colleges hav<strong>in</strong>g arrangement for regard<br />

teach<strong>in</strong>g of Urdu do not subscribe to 111 Urdu newspapers and periodicals. This is a direction <strong>in</strong> which the Central and State the<br />

and the educational authorities can extend a help<strong>in</strong>g hand, by purchas<strong>in</strong>g Governments<br />

of Urdu newspapers and periodicals for their libraries and read<strong>in</strong>g rooms. <strong>The</strong> grants to libraries and read<strong>in</strong>g rooms <strong>in</strong> schools and colleges are meagre and need to be adequately augmented but,with<strong>in</strong> the available grants also,there is always room for copies<br />

purchase of one or two journals or newspapers. 6.84 <strong>The</strong> <strong>Committee</strong> has noticed a def<strong>in</strong>ite climate of change dur<strong>in</strong>g its visits to various centres. <strong>The</strong>re is an earnest desire on the part of the State Governments to help Urdu the<br />
