that wherever mass communication is desired, all the important languages <strong>in</strong> use <strong>in</strong> the area should be employed <strong>in</strong> addition to the official language. A perusal of the various reports. of the Commissioner for L<strong>in</strong>guistic M<strong>in</strong>orities and of the evidence tendered before the <strong>Committee</strong> revealed some gaps <strong>in</strong> that direction at the State level.<br />
