Delhi : It was stated that the Delhi Adm<strong>in</strong>istration bad already acquired a large number of dilapidated build<strong>in</strong>gs like Kalan Mahal, Zeenat Mahal, Old Bulbulikhana, Sirki Walan School, etc. It should not be difficult, therefore, for the Delhi Adm<strong>in</strong>istration to (aii)<br />

build<strong>in</strong>gs for Urdu medium schools <strong>in</strong> these areas. <strong>The</strong> <strong>Committee</strong> understands that it has now been decided that at least one Urdu teacher would be appo<strong>in</strong>ted <strong>in</strong> each school <strong>in</strong> Delhi and that the exist<strong>in</strong>g paucity of Urdu tra<strong>in</strong>ed teachers construct<br />

be overcome by appo<strong>in</strong>t<strong>in</strong>g untra<strong>in</strong>ed teachers who were otherwise qualified for would<br />

Such teachers should be given adequate <strong>in</strong>-service tra<strong>in</strong><strong>in</strong>g. Once these teachers have been appo<strong>in</strong>ted, the M<strong>in</strong>istry of Education should arrange for their expeditious tra<strong>in</strong><strong>in</strong>g (4.70 and 4.73). appo<strong>in</strong>tment.<br />

Jammu and Kashmir' : In Jammu and Kashmir, it was brought to the notice of the <strong>Committee</strong> that the learn<strong>in</strong>g of both the Urdu and Devnagari scripts was not compulsory and the result was that while <strong>in</strong> the Valley and Ladakh area, most people were learn<strong>in</strong>g (aiii)<br />

the Urdu script, <strong>in</strong> Jammu area the general preference seemed to be for the through<br />

script. Care has to be taken that the formula adopted there <strong>in</strong> this respect does not lead to segregation. (4.82) (aiv) Punjab : Arrangements exist <strong>in</strong> Punjab for the teach<strong>in</strong>g of Urdu at higher academic Devnagari<br />

but the non-availability of facilities at the roots makes this <strong>in</strong>congruous. While there may not be need for open<strong>in</strong>g Urdu medium schools at many places, open<strong>in</strong>g of Urdu medium sections wherever necessary may be considered. (4.102) levels<br />

At present facilities for education through the medium of Urdu at the primary stage are provided <strong>in</strong> <strong>in</strong>stitutions where there are 10 students <strong>in</strong> a class or 40 <strong>in</strong> the school as a whole. <strong>The</strong> State-wise review of the work<strong>in</strong>g of this formula has revealed a number of 38.<br />
