But, where Urdu know<strong>in</strong>g persons fail to ga<strong>in</strong> admittance to tra<strong>in</strong><strong>in</strong>g colleges, the problem assumes another dimension. We would recommend to the State to ensure that the prospective pupil- languages<br />

from the l<strong>in</strong>guistic m<strong>in</strong>ority are assured of admission to the tra<strong>in</strong><strong>in</strong>g <strong>in</strong>stitutions. 4.277 Some witnesses compla<strong>in</strong>ed that while provision had been made <strong>in</strong> the Five Year Plan for recruitment of Urdu teachers, no teachers had been appo<strong>in</strong>ted, <strong>The</strong> M<strong>in</strong>ority teachers<br />

Teachers hav<strong>in</strong>g long experience may be exempted from tra<strong>in</strong><strong>in</strong>g on the analogy of similar action <strong>in</strong> the case of H<strong>in</strong>di teachers. 4.278 Simultaneously, it was suggested that the exist<strong>in</strong>g staff <strong>in</strong> the primary schools correspondence<br />

be encouraged to learn Urdu by offer of <strong>in</strong>centives <strong>in</strong> the form of an allowance, should<br />

advance <strong>in</strong>crements. <strong>The</strong> suggestion was made to facilitate appo<strong>in</strong>tment of teachers for the teach<strong>in</strong>g of Urdu without wait<strong>in</strong>g for tra<strong>in</strong><strong>in</strong>g. Meanwhile, it was demanded that the Government should open at least two <strong>in</strong>stitutions for the tra<strong>in</strong><strong>in</strong>g of Urdu teachers or<br />

reserve some seats for Urdu teachers <strong>in</strong> the exist<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g <strong>in</strong>stitutions. It was also proposed 62 and<br />

arrangements for correspondence courses <strong>in</strong> tra<strong>in</strong><strong>in</strong>g should be <strong>in</strong>troduced <strong>in</strong> some that<br />

the State Universities. A witness suggested that the tra<strong>in</strong><strong>in</strong>g of Urdu teachers might be entrusted to private organisations if i t was not possible for the State Government to set up new tra<strong>in</strong><strong>in</strong>g <strong>in</strong>stitutions. <strong>The</strong> <strong>Gujral</strong> <strong>Committee</strong> <strong>Report</strong><br />

should be recognised by the Government. In our view, it would be wrong to encourage <strong>in</strong>stitutions, other than universities or <strong>in</strong>stitutions of national importance, to start award<strong>in</strong>g degrees till such <strong>in</strong>stitutions fully satisfy the authorities on grounds of their experience and capacity to undertake the work efficiently. Any attempt at lower<strong>in</strong>g standards should be discouraged.<br />
