Quebec Agreement

The JBNQA Implementation Forum and the associated
JBNQA operational table continued to meet in 2013 in order
to carry out their mandates to review progress and coordinate
action on issues related to the implementation of the
JBNQA. Only one meeting of the Forum was held in 2013
as intensive negotiations continued throughout the year on
the implementation of Section 29 of the JBNQA. The Forum
meeting was held in the Makivik boardroom in Kuujjuaq on
September 4 and 5, 2013 with Anthony Ittoshat and Michael
Gordon serving as the Makivik representatives.
A major concern this year was the renewal of the Nunavik
Housing Agreement and it was agreed that the parties would
start to negotiate the next tripartite agreement for 2015-2020.
Makivik has taken the position that there are two options to
address the backlog issue: either Canada can substantially
increase the level of funding under the agreement or Canada
can fund a catch-up program.
The Nunavik Marine Transportation Infrastructure Program
was discussed and it was agreed that the tripartite working
group created under Annex E of the JBNQA Implementation
Agreement would be reactivated to address the issue of the
operation and maintenance costs.
Negotiations continued in relation to the renewal of Annex
D of the JBNQA Implementation Agreement, dealing with
manpower and training. The objective is to develop a bet-

Une seule réunion du Forum a eu lieu en 2013 alors que
d’intenses négociations se poursuivaient concernant la mise
en œuvre du chapitre 29 de la CBJNQ. La réunion du Forum
s’est tenue dans la salle du conseil de Makivik à Kuujjuaq
les 4 et 5 septembre 2013 en présence d’Anthony Ittoshat
et de Michael Gordon à titre de représentants de Makivik.
Le renouvellement de l’Entente sur le logement au Nunavik
a été au cœur des préoccupations cette année. Les
parties ont convenu d’entreprendre les négociations en
vue d’une prochaine entente tripartite couvrant la période
de 2015 à 2020. Selon Makivik, il existe deux options pour
régler le problème de pénurie de logements. Le Canada
Le Programme d’infrastructure maritime du Nunavik a fait
l’objet de discussions, et les parties ont convenu de réactiver
le groupe de travail tripartite créé en vertu de l’Annexe E de
