• False Start - Tellstra pulled plug on Women and Childrens’ Hospital and Adelaide<br />

• Less Government Interactions - ACT is small state with population <strong>of</strong> 350k. They<br />

are close to creating Smart Card. The city is Broadband enabled. One reason for<br />

success is only one level <strong>of</strong> government. Local and State are combined. State<br />

has toll road where smart card would be helpful.<br />

• Cost <strong>of</strong> the reader is a “stumbling block” particularly if there is not prior and/or<br />

other need for the card reader.<br />

• There is a perception that the market is not mature and evolution is still<br />

significant.<br />

• There must be a government lead such as transport for the system to become<br />

accepted by the populus.<br />

• There must be a uniform link at the national level such as Micros<strong>of</strong>t.<br />

• All electronic devices should be smart card enabled.<br />

• Smart Card readers must accommodate multiple platforms.<br />

• There is no private user big enough to develop the market.<br />

• Probably will have to develop two levels <strong>of</strong> smart cards at the governmental<br />

levels. The higher level will contain personal and possibly health information.<br />

The low-end level will be used for transportation purposes.<br />

• Don’t implement anything new until a national standard is identified and<br />

implemented.<br />

How are Other States Handling Smart Card Issues<br />

• Queensland<br />

o 16 different operators <strong>of</strong> public transportation<br />

o Customers want uniformity in transportation. Ex. Children get free<br />

passes in some areas and not in others.<br />

• New South Wales<br />

o Problem because <strong>of</strong> historical mistrust with suppliers.<br />

• Victoria<br />

o They like the system potential because <strong>of</strong> currency theft from existing<br />

systems.<br />

o Want to eliminate dealing with multiple operators.<br />

o Only state to discuss use <strong>of</strong> Cards with driver’s licensing<br />

• Tasmania<br />

o Ticketing system is worn out.<br />

o They are in the same boat as South Australia.<br />

• South Australia<br />

o Public tranportation is adequately functioning.<br />

o Library system does not see need<br />

o Initial costs<br />

o Not pr<strong>of</strong>it producing.<br />

o States to continue meeting with each other<br />
