at the ‘big guns’ right now. It is just being started. It is supposed to be designed to get<br />

better use <strong>of</strong> Aus businesses but …<br />

DoD is one <strong>of</strong> the largest spenders <strong>of</strong> money. 2.5 to 3B is used for capital acquisition, so<br />

defense outlays is relatively high, second only to US.<br />

Changes in business situations can greatly affect the defense industry. All the major<br />

players are here – it is a small market with a lot <strong>of</strong> players. What they lag in is s<strong>of</strong>tware<br />

and systems integration. Their current level <strong>of</strong> capabilities is unsustainable. Government<br />

owns all <strong>of</strong> one <strong>of</strong> the three major players and while they say the industry will sort things<br />

out, that is not realistic because in reality the government owns the industry.<br />

Aerospace and ship building (Noel) – we do not commit ourselves as a nation for a<br />

particular period <strong>of</strong> time. We have built aircraft to a point where they start to be<br />

successful, the government pulls support so that the capability we have developed just<br />

disappeared. The US govt is more interventionist in these matters. The Aus government<br />

needs to be more interventionist. Don’t lead us down the path wasting our resources on<br />

this small market and then pull support. They have to compete within their own country<br />

for the market. They fragmented one project to 14 different areas.<br />

Two things that could help companies grow, what would they be?<br />

1. Access to capital – taking a long time, because they want to stay as an Adelaide<br />

based company<br />

2. Resources: talent, good quality people.<br />

3. Government contracting and the ease <strong>of</strong> doing business with<br />

government/government policy – would be nice to have some<br />

4. Regular flow <strong>of</strong> work – uniform flow, not stop/go, stop/go –they rotate through<br />

jobs too <strong>of</strong>ten (2yrs) – no continuity because <strong>of</strong> long project times. Projects<br />

constantly move to the right. This kills smaller companies very quickly.<br />

State governments are very competitive in Australia.<br />

Infrastructure OK.<br />

Why would anyone bother investing in south Australia for a business opportunity? It<br />

does come down to lifestyle a lot. So many other things are equal. Cost <strong>of</strong> living is lower<br />

here.<br />
