Strengths<br />
• Strong engagement from city government leaders.<br />
• Very good pro-active initiatives:<br />
o Adelaidebiz.com.au received very strong acceptance rates by<br />
businesses.<br />
o Early addressing <strong>of</strong> bandwidth requirements with the Smart Building<br />
project.<br />
o Gartner e-government strategy to provide presence, interaction,<br />
transaction, and transformation <strong>of</strong> government with people.<br />
o Private enterprises do appreciate the infrastructure activities. They feel<br />
they are valuable whereas they do not feel ‘consulting and advice’ from<br />
government <strong>of</strong>ficials is valuable.<br />
Obstacles<br />
• Will the lack <strong>of</strong> a revenue model be sustainable for the Adelaidebiz.com.au? If<br />
not, will merchants continue to participate after receiving it for free?<br />
• Lack <strong>of</strong> industry experts running projects. Government personnel are dedicated<br />
and hardworking, but expertise cannot be replaced.<br />
• Lack <strong>of</strong> understanding <strong>of</strong> what private enterprises actually want, need, and will<br />
place value on. It is not understood what businesses actually want? It appears<br />
that some initiatives are conceived and implemented without the input <strong>of</strong> the<br />
actual customers.<br />
• Do e-government initiatives enhance or benefit anyone? Or do they just cost the<br />
government and provide another alternative that few are using? There must be<br />
measurable outcomes. What is the ROI?<br />
Recommendations<br />
• The City <strong>of</strong> Adelaide should consult with the IT Council (which represents the<br />
private sector) to take advice as to what they feel they need and want the<br />
government to provide. The council should be run entirely by the private sector<br />
with reports made to the government. Then, when specific initiatives are<br />
requested, instead <strong>of</strong> the government undertaking all <strong>of</strong> them with their funding,<br />
look to outside, pr<strong>of</strong>essional contractors to actually provide the services. Outside<br />
contractors will be more accountable than a government agency because their<br />
livelihood depends on providing the services at the right costs.<br />
