between the port and government.<br />

The port works with other governmental authorities in attempts to increase<br />

business.<br />

Port operates at 40% capacity overall. In peak season there are minor delays in<br />

terminals receiving seasonal goods.<br />

Summary and Recommendations<br />

The uniqueness and strength <strong>of</strong> the Ports Corp are obvious. The relationship between<br />

government and the shipping industry is good. The stability and good morale <strong>of</strong> the<br />

labor industry is a positive indicator. The industry has been a success story for the<br />

region.<br />

However there are concerns that should be addressed. The major concern appears to<br />

be the small import business as compared to the export. This issue should take top<br />

priority for continued health <strong>of</strong> the shipping industry. Studies should be undertaken to<br />

pinpoint key importers and products suited to the area.<br />

Attracting large freight companies rates just underneath the import issue. The use <strong>of</strong><br />

warehouses for convenience is good. They may also capitalize the bonded warehouse<br />

system. The licensed warehouse system provides industry with a duty deferral facility<br />

whereby owners <strong>of</strong> imported and excisable goods on which duty has not been paid may<br />

store such goods "under bond" in Customs licensed warehouses, until such time as they<br />

are ready to pay the duty on the goods and enter them into home consumption. vi The<br />

use <strong>of</strong> such facilities may attract large freight companies to the area.<br />

The rail to Darwin appears eminent. The creation <strong>of</strong> the Track Authority by the<br />

Commonwealth encourages further private sector investment in the rail infrastructure. vii<br />

This indicates the competitive situation will intensify over time. Early defense strategies<br />

in marketing and cost pricing should take place quickly if they have not already been<br />

tasked.<br />
