• HER- GEHR = good European health record; storing data according to standards.<br />

that arm ($5M)<br />

• Major problem: systems were pilot systems. There is a strong bias towards local<br />

expertise. People will help to develop the IP and they let his company have the IP.<br />

The problem is the government control <strong>of</strong> IP and IT. Government outsourced<br />

IT/government computing so it is not driving local creativity. There is now no<br />

money to put into rolling out these systems. The outsourced people get first crack<br />

at all public IT systems. This is a definite impediment to progress. What is the<br />

outcome for small business – need to ask the government what has been<br />

achieved – what is in the contract. They were going to use Oasis for state IT, but<br />

they caved, and then they signed an agreement with Canada.<br />

• Decided that they need to work with other companies. Huge amount <strong>of</strong> knowledge<br />

and skills in:<br />

o 3X University<br />

o Clinical<br />

o Nursing<br />

o Web-client information<br />

• Major project (mnet $36M, they think they will get $2.4m) galvanized things now.<br />

Philosophy is that they will add into what the government is already doing or have<br />

potential for funding from other organizations.<br />

• M-net project: federally funded scheme to provide a wireless network along the<br />

Adelaide precinct. One square mile involved. This was a technical proposal. They<br />

won funding for it because they had a health informatics angle on it. This is the<br />

latest technology 3G ‘stuff.’ They’d like to nudge the border to include 2 more<br />

hospitals. They have also included Whaler (?) using an optical fiber link (and other<br />

aboriginal regions). They have the support <strong>of</strong> the Adelaide city council.<br />

• 10% <strong>of</strong> hospital admissions are from diabetes. They are proposing to work on<br />

diabetes and long-term care. Want to include retinal imaging/diabetes/care<br />

planning. This will get them federal funding. This must be a consortium effort in<br />

order to accomplish this big task.<br />

• Mnet is a commercial consortium by 22 companies. It is up to individuals to get up<br />

and ask for $$$. There are industry areas – this is only partial funding<br />

• Ross Adler is chairing World Congress 2002 that is coming to Adelaide in March.<br />

• Telemed: is a success story from the university <strong>of</strong> Adelaide. They provide<br />

telemedicine for in-vitro fertilization.<br />

• Government institutions are not allowed to go out and borrow money. “We need to<br />

be able to do that to give people the opportunity” (Patricia)<br />

Dr Jurgen Michaelis <strong>of</strong> BioInnovation: What is here now (public and private) and how he<br />

sees the bioscience cluster and what strategies and initiatives are there. One year old<br />

organization – public corporation. Reporting to the deputy premier. Funding <strong>of</strong> $16M<br />

over 4 yrs to put in to strategic areas. Big condition on state government.<br />

• Base: 3 universities, 4 teaching hospitals, 3 medical research centers<br />

• Public: CSIRO, Aus Wine Research institute, SARDI, PIRSA Food and Fibre<br />

• Private: Bresagen, Gropep, bionomics, Faulding, Hamilton, Geneworks, Medvet,<br />

Cmax, Northfield, and Prosthetics<br />
