ENVIRONMENTAL IMPACT STUDY Rn: 03-033 CONTAINER TERMINAL PLOCE PAGE: 5 Until the problem of the town of Ploce waste water discharge in the port acquatorium is solved, i.e. until the 1st phase of the city sewage system reached, the sanitary-sewage water coming from new structures must be purified in the septic tank and discharged into the ground. Waste waters resulting from traffic and operative port area washing out should be purified in the oil traps-sedimentation basins. Waste water at trap outlet must meet the following requirements: suspended substances 35 mg/L, total oil and grease content 25 mg/L, mineral oil 5 mg/L. Oil traps are also used for receiving hazardous liquids in the event of traffic and operative area incidents (i.e. spillage of fuel). C.1.1.4. TRAFFIC IMPACT PROTECTIVE MEASURES C.1.1.4.1. ON LAND C.1.1.4.2. AT SEA Prior to the container terminal start-up, the junction road leading from the Adriatic Highway to port industrial zone where the Container terminal is situated up to the intersection, must be in service. The same applies to the first phase of terminal construction, i.e. the first phase can be in use only after the junction road was put in service. The junction road has been approved by the Strategy and space development program of the Republic of Croatia, it has been included in the county and city physical plans and in the construction plan of the Hrvatkse Ceste (Croatian Roads) for the upcoming planning period of four years, namely until the year 2004. Maritime traffic within the Container terminal zone should be regulated according to the existing maritime traffic laws and regulations and according to the Maritime Study for Entering and Leaving the Port which elaboration is mandatory for the new situation in the basin. C.1.1.5. ENVIRONMENTAL NOISE PROTECTIVE MEASURES Environmental protection with regard to noise pollution can be implemented through the following: C.1.1.5.1. ORGANIZATIONAL MEASURES Noise protection organizational measures implementation starts with preliminary technological and architectural and structural designs, continues with extensive solutions within working designs, then by site organization projects, by proscribing requirements to be met by the contractors, by designs of certain construction phases and connection with authorized inspection services, and after the completion of construction, by the organization of work technology procedures within the INTERVENTION. If performed in a quality manner, those works actually represent the least expensive and most effective environmental noise protection measures. RIJEKAPROJEKT d.o.o.
ENVIRONMENTAL IMPACT STUDY Rn: 03-033 CONTAINER TERMINAL PLOCE PAGE: 6 Planned technological solutions of all activities, already in the phase of preliminary design creation, have to provide for and adopt as final solutions, actions and procedures, machines and devices which in normal conditions emit minimum levels of sound energy. During the design, optimization of working conditions in all aspects, including the noise created and the part of the day when they take place, should be implemented. C.1.1.5.2 ARCHITECTONIC AND ORAGANIZATIONAL NOISE PROTECTION MEASURES Architectonic noise protection measures in the organizational sense are to be achieved by the disposition of structures so that by their dimensions, they present an appropriately located barrier for the strongest sources noise expansion (in this case, road and railway traffic noise), and at the same time they favour the technological process progress. C.1.1.6. ENVIRONMENTAL MANAGEMENT MEASURES In order for the Container terminal management within the Ploce Port (during construction and utilization) to be efficient, it is necessary to compile already during the phase of designing, and before obtaining building permit, the following studies: «Environmental Management Policy» – study which includes and regulates the method of establishment of expert team for managing the project, running the terminal and monitoring proscribed environmental protective measures implementation. «Environmental Condition Review» – study which would serve as a starting point for the compilation of the “Environmental Management Programme”. «Environmental Management Programme» – study which would contain a complete environmental management plan, and which would coordinate the Ploce port requirements and needs with the appropriate environmental preservation requirements and needs. C.1.1.7. MEASURES TO MINIMIZE ADVERSE AESTHETIC IMPACTS It is necessary to incorporate plan and technincal measures for improvement of visual appearance of the port and city urban structures under the following conditions: • During designing, special attention should be paid to the port aesthetic appearance in relation to the city urban structure in the background, especially from the sea line of sight. The selection of building material, colours and shades for all port elements should be well considered. • Design should regulate superficial treatment of the structure, coast and coastline. • Master plan should examine and establish the best location for excess building material, and excavated material disposal.
