conflicts and solve them primarily through prevention and
incentive measures.
During elaboration and implementation of the Strategy guidelines and
department programmes at the level of significant interventions
(national programmes, programmes of complex infrastructureeconomy
systems and other), environmental protection must be
considered as the basic principle and goal to be realized through
application of systematic measures at both state and local levels.
Key action fields are the areas of economy concentration, exploitation
of natural resources, and conflict of interests in use of urban space,
especially in cities, with priorities:
Energetic and industry: priority in updating and introduction of
modern technologies that will lower and even eliminate the adverse
trends, and in further development, care in selection of locations and
technologies, and implementation of all measures already in the
preliminary phase of planning to secure best possible location and
operation within the allowable environmental pressures.
Infrastructure and municipal activities: modernization of
infrastructure networks - solution of traffic problems in cities and other.
Landscape: implementation of protection measures of natural and
cultural heritage and preservation of the cultural and natural features of
landscape as a whole.
At the state and local levels it is necessary to establish such
instruments of taxation policy and financial measures that will treat the
ecological component as an expenditure item, but payment should not
give right to pollution.
At the local level as well as within framework of competences of the
environmental management entities, it is necessary to implement
urgent and pragmatic measures that do not require complex
procedures and projects or major funds, but are relating to behavior
and order in space and concern organization and function of all
mentioned entities.
CONCLUSION:
Construction of the container terminal in the Port of Ploce is in
accordance with the spatial planning principles of the Strategy and
Programme of Physical Planning of the Republic of Croatia.
