More efficient spatial planning would require proper clarification of
the actual circumstances:
• spatial pressures and past hazards, or the degree of the
preserved quality of specific space and acceptable
(sustainable) spatial capacity,
• status, drawbacks and requirements relating needs in technical
infrastructure,
• natural and created values to be protected by application of
special categories of protection as well as physical planning
measures in connection with use of space,
• regulations, agreements and conventions applying to specific
area and determined kind of space -resource.
The development context is marked by circumstances present in the
body of undergoing social changes, by old technologies, incomplete
physical planning systems and unbalanced development, aspirations
for fast development, therefore special attention should be paid when
choosing development programs; obsolete and hazardous
technologies that represent a treat to space should be disregarded, as
well as irrational exploitation of resources and space that can bring
short term benefits, but in the long run can cause damage to space
and environment, should not be allowed.
Therefore it is necessary to:
• enforce measures for remediation of endangered parts of
space and environment within the framework of departments
activities and engagement of all entities involved in space use,
in particular those systems causing considerable environmental
loads, like industry and mining, energetic industry, traffic,
intensive farming, water management,
• investigate and correct the former spatial-planning and
development projections, considering mainly declamatory
postulations of environmental protection, unbalanced and
unreal past development trends of all development indexes,
with side effects of adverse space loads, and define criteria for
space use in accordance with guidelines of sustainable and
balanced development that will account for the specifics and
sensitiveness (vulnerability) of the spatial structure,
• increase investments in infrastructure and qualitative changes
of the existing economy systems (removal of unclean and
obsolete technologies), and when defining new locations and
routs consider all key elements of environment and space
through application of an interdisciplinary approach,
• establish mechanisms of information and decision making
based on reliability and verification of data, and promote cooperation
and consensus of all relevant entities and local
communities,
• prevent possible and actual pollutions in-situ (in the framework
of technologies and functional units), establish economic and
legal instruments of incentives and penalties and recognize
