A. Administration and Qversite of Private Associations.<br />
1. Private associations are an essential part of the<br />
military community. The larger the Coast Guard unit the<br />
greater will be the number of private associations. CO'S<br />
have the responsibility of approving organizations or<br />
associations to be located within their command as well<br />
as providing the requisite supervision over them.<br />
2. CO's are authorized to permit the membership of private<br />
associations to conduct the associations' affairs and<br />
activities within areas undertheir command<br />
responsibility provided that:<br />
a. The purpose of the association and its functions be<br />
specified in a constitution or an equivalent document<br />
such as articles of agreement, charter, bylaws, etc..<br />
b. It be stated in the constitution or equivalent<br />
document that the association:<br />

Is not an integral part of the Coast Guard:<br />
does not perform an essential function in the<br />
operation of the Coast Guard;<br />
is not established under the authority of the<br />
Coast Guard as a NAF of the United States: and<br />
is established not to carry out any policies of<br />
the United States, but to satisfy the independent<br />
social, <strong>welfare</strong>, and <strong>recreation</strong>al interests of<br />
the association's members and guests.<br />
association notifies the CO in writing that:<br />
The association has responsibility for making and<br />
keeping the area and facilities made available to<br />
it by the CO safe for its members, guests, and<br />
the public:<br />
all repairs and improvements peculiar to use of<br />
the facility by the association will be made by<br />
the association at the expense of the association<br />
under the technical direction of the public works<br />
officer or equivalent;<br />
the CO can at any time inquire into the<br />
association's activities, and can withdraw from<br />
the association the permission granted to it to<br />
conduct its activities within the command:<br />
the association will immediately rectify any<br />
deficiencies brought to its attention by the CO:<br />
