Private Association is a financially self-sustaining,<br />

non-governmental organization whose membership primarily<br />

consists of individuals who have or had an occupational<br />

affiliation with the Coast Guard and/or their dependents.<br />

Some examples of private associations are officers'<br />

associations, chief petty officers' associations, wives'<br />

clubs, etc. Command responsibilities in approval and<br />

oversight of private associations is contained in<br />

enclosure (2).<br />

MWR Activities are <strong>recreation</strong> oriented activities within<br />

the MWR program (i.e.,<br />

lockers). A complete<br />

bowling<br />

listing<br />

alleys, gymnasiums, gear<br />

is contained in enclosure<br />

MWR Facilitv is a building or area where MWR activities<br />

are conducted i.e., gymnasium, picnic area, softball<br />

field, swimming pool, etc. MWR facilities are built,<br />

maintained, and operated with appropriated funds.<br />

Unit Morale Fund contains the non-appropriated funds<br />

allotted to a unit to conduct MWR activities.<br />

Uniformed Services include all active duty members of the<br />

Coast Guard, Navy, Army, Air Force, and Marine Corps, and<br />

the commissioned corps of the U. S. Public Health Service<br />

and National Oceanographic and Atmospheric<br />

Administration.<br />

District Commander for the purposes of this Manual<br />

includes commanding officers of Headquarters units and<br />

maintenance and logistics commands (MLC's).<br />

Fund Administrator is the position which has the<br />

authority to obligate MWR funds and responsibility for<br />

oversite of the fund. (i.e., district commander,<br />

commander, maintenance and logistic commands, CO, HQ<br />

units, and commanding officer of units with a <strong>morale</strong><br />

fund.)<br />

Coanizant Authority as used in this Manual refers to the<br />

district commander, or commander, maintenance and<br />

logistics command. It is the authority in the normal<br />

chain of command to which a field unit must request<br />

approval or defer resolution for various items through-<br />

out the Manual. For Headquarters units, the cognizant<br />

authority is Commandant (G-PXM).<br />

Self-Directed Activities are activities for which<br />

equipment and facilities are made available for<br />

individual or group use without supervision (TV, reading<br />

rooms, board games, informal sports, etc.).<br />

Directed Activities are activities which normally require<br />

a supervisor to coordinate schedules, arrange<br />

transportation, determine line-up, etc. (varsity sports,<br />

tournaments, dances, parties).<br />
