Chapter 10. PROCUREMENT, RESALE, AND DISPOSAL<br />
A. Procurement.<br />
1. General.<br />
a. Items of equipment and supply for MWR activities can be<br />
procured/obtained through one of three sources: Appropriated<br />
funds, Non-appropriated (porale) Funds, and Excess Personal<br />
Property Listings.<br />
b. Most items are chargeable to appropriated funds (OG-30), however,<br />
subject to limitations .outlined in S.G., Non-appropriated (Morale)<br />
Funds may be used when appropriated funds are not available.<br />
C. All resale merchandise must be purchased with non-appropriated . . .<br />
funds.<br />
d. Whatever the source of funds, MWR activities should take<br />
advantage of trade-in value of material to be replaced, if<br />
appropriate.<br />
2. Procurement with Appropriated Funds.<br />
a. The procurement of equipment and supplies with appropriated<br />
funds will be in accordance with the Federal Acquisition<br />
Regulation, <strong>DOT</strong> Acquisition Regu lation and Coast Guard Acqu<br />
Procedures.<br />

b. Normally, the MWR officer will submit a Procurement Request (Form<br />
<strong>DOT</strong> F4200.1.2) to the unit supply officer via the fund<br />
administrator. The MWR officer should complete the statement of<br />
essential need (SEN), provide a possible source of procurement,<br />
and an estimated cost.<br />
C. MWR equipment (consumable's and permanent property) purchased<br />
with appropriated funds shall be accounted for as Coast Guard<br />
property until disposed of in accordance with Comptroller Manual,<br />
Volume III, (COMDTINST M4400.13 (series)).<br />
3. Procurement with Non-Appropriated Funds.<br />
a. The procurement of equipment,'s.upplies, or services with non-<br />
appropriated funds shall be in accordance with Comptroller Manual,<br />
Volume VII, Non-appropriated Fund Activities Manual<br />
(COMDTINST M7010.5 (series)), enclosure (28). Non-appropriated<br />
fund procurement's are subject to the same close scrutiny which is<br />
directed at all Government purchases. Sound business practice<br />
requires they be made in the public interest and exhibit a high<br />
degree of professionalism.<br />
b. Unless prescribed by local procedures, MWR, Non-appropriated<br />
purchases are exempt from the following procedures:<br />
(1) Mandatory source of supply;<br />
