may finance non-personal service contracts from<br />
appropriated funds to procure officials subject to the<br />

members should be used as officials. However, they may<br />
be compensated from .<strong>morale</strong> funds in an amount not to<br />
exceed the normal fees for paid officials in the local<br />
area. Personnel officially assigned duties in the MWR<br />
program may not receive compensation for officiating<br />
activities in the program;<br />
any purchase which may be made using appropriated funds<br />
may also be made with non-appropriated funds. The<br />
reverse is not necessarily true: and<br />
fees and charges should always be considered as a means<br />
to defray the cost of an MWR activity.<br />
F. Morale Fund Loans.'<br />
1. Small short-term loans, not to exceed $100 and payable<br />
within 3 months, may be made to Coast Guard personnel<br />
from <strong>morale</strong> funds. They shall be made only in<br />
exceptional cases of need or emergency with prior written<br />

2. Requests for a <strong>morale</strong> fund loan shall be prepared in<br />
duplicate using a local form or letter format. The form<br />
or letter shall contain the request, fund administrator's<br />
actions, and the loan contract. When a loan to an<br />
individual is authorized by the fund administrator, the<br />
<strong>morale</strong> fund officer shall complete the loan contract<br />
section indicating the amount of the loan and the terms<br />
of repayment. Both copies of the loan contract shall be<br />
