1-F. Nondiscrimination Policw The conduct of the MWR program<br />
shall be free of any discrimination based on age, sex, race,<br />
color, religion, or national origin. Support will not be<br />
provided from the MWR program to any organization which<br />
practices discrimination. Support would include, but not be<br />
limited to the following:<br />
1. Use of the name or sponsorship of the Coast Guard;<br />
2. use of a facility or activity of the Coast Guard,<br />
including those financed by NAF's;<br />
3. participants in any <strong>recreation</strong>al or sports event by a<br />
team or individual representing the Coast Guard or<br />
supported by a MWR fund; and<br />
4. on-base distribution of tickets for an event, or any form<br />
of publicity or promotion for an event.<br />
G. Safety. A positive safety program shall be in effect for MWR<br />
activities. Guidelines for the establishment of an adequate<br />
safety program are outlined in the Coast Guard Safety and<br />
Occupational Health Manual (COMDTINST M5100.29 (series)) and<br />
chapter 12 of this Manual.<br />
H. Funding. MWR is an appropriated fund responsibility with<br />
supplementary support from non-appropriated funds. Non-<br />
appropriated funds are derived primarily from Coast Guard<br />
Exchange System profits and fees and charges levied for the<br />
use of MWR facilities, equipment, or services. (see.Chapter<br />
6-D for guidelines.)<br />
I. Inspections. MWR programs shall be included in command<br />
inspections as required by Coast Guard Regulations (COMDTINST<br />
M5000.3 (series)). An inspection checklist is included in<br />
enclosure (3).<br />
J. Facilities.<br />
1. Facilities for MWR activities shall be operated and<br />
maintained with appropriated funds. Supplemental funding<br />
with non-appropriated funds is authorized. The<br />
construction, maintenance, and alteration of MWR<br />
facilities are under the technical direction of<br />
Commandant (G-E).<br />
2. The provision, renovation, and replacement of MWR<br />
facilities should be included in all installation<br />
planning. Implementation of unit plans should be<br />
pursued commensurate with the importance of their<br />
contribution to the Coast Guard community. Proper long-<br />
range planning is essential to the provision of adequate<br />
MWR facilities.<br />
3. MWR officers should provide technical guidance for the<br />
development of all MWR facility projects and review all<br />
plans for functional adequacy.<br />
