8-E-3. b. (3) Except where cash accounts have been authorized,<br />

all expenditures from established <strong>morale</strong> funds<br />

shall be made by check only.<br />

4. Cash Account.<br />

(4) The checkbook shall be kept up to date. When<br />

checks are written, bank charges incurred, or<br />

deposits made, the checkbook shall promptly be<br />

updated showing check number, date, payee,<br />

reason of expenditure, and balance as<br />

appropriate.<br />

(5) All funds received shall be deposited within<br />

five (5) working days.<br />

(6) Districts, MLC's, and Headquarters units are<br />

required to participate in the CGES cash<br />

management program in accordance with<br />

Comptroller Manual, Volume VII, Non-appropriated<br />

Fund Activities Manual (COMDTINST M7010.5<br />

(series)), Additionally, any <strong>morale</strong> fund which<br />

maintains a balance in excess of $10,000 for<br />

more than 30 percent of the year is also<br />

required to participate. Exemption from this<br />

requirement may be requested from Commandant<br />

(G-PXM). All other <strong>morale</strong> funds are encouraged<br />

to participate in the CGES Cash Management<br />

Program. Units with significant average daily<br />

balances can benefit from a greater interest<br />

rate then normally received at local banking<br />

institutions.<br />

(7) Those accounts not participating in the CGES<br />

Cash Management Program shall bank with a<br />

reputable banking institution where deposits are<br />

covered by Federal Insurance or where the banks<br />

are designated as United States governmental<br />

depository and financial agents, and are<br />

authorized by the Treasury Department to carry<br />

U. S. Government Accounts, against which they<br />

have lodged collateral for the benefit of the<br />

Treasury of the United States.<br />

(8) Checking accounts must be reconciled to the bank<br />

statement monthly.<br />

a. When authorized by the district commanders,<br />

commanders MLC's or commanding officers of<br />

headquarters units, a cash account may be established<br />

in addition to or in lieu of a checking account.<br />

Authorization should be based on a known need for<br />
