Active duty military personnel and their families<br />

shall be given priority access to all military MWR<br />

programs. Any excess capacity may be allocated to<br />

all other authorized patrons on a first come basis.<br />

At those locations consisting primarily of civilian<br />

employees where child development centers have been<br />

built with appropriated funds (APFs) for the purpose<br />

of providing military child care, available space<br />

shall be allocated first to assigned military<br />

personnel requiring the program. The commanding<br />

officer may allow any remaining available spaces to<br />

be allocated to <strong>DOT</strong>/DOD civilian employees or other<br />

patrons on a first come basis for a period of one<br />

year: annual recertification for use of those spaces<br />

is required.<br />

Any individual purchasing products or services from<br />

an.,MWR-activity shall be positively identified as an<br />

&uthoriied patron before the consummation of a sale.<br />

The credentials of.patrons shall be carefully checked<br />

to ensure that each individual is entitled to patron<br />

privileges. Sales shall be made only to authorized<br />

patrons. Authorized patrons of MWR activities will<br />

be identified as prescribed below in paragraphs 2<br />

and 3.<br />

2. Unlimitedpatronage, authorized to use all military MWR<br />

programs without restriction.<br />

a. All.&ctive duty Coast Guard personnel and their<br />

dependents.<br />

b. All members of the U. S. Armed Forces on active duty<br />

or full-time National Guard duty.<br />

C. Commissioned Corps of the Public Health Services.<br />

a. Commissioned Corps of National Oceanic and<br />

Atmospheric Administration.<br />

e. Retired uniformed personnel with pay.<br />

T :. Honorably discharged veterans with 100 percent<br />

Service-connected disability.<br />

g* Unremarried surviving spouses and family members<br />

(with military -1D'cards) of military personnel who<br />

died while on active 'duty or while in retired status.<br />

h. Unremarried former spouses who were married to a<br />

military member who served at least 20 years of<br />

active service, was married to the former spouse for<br />

at least 20 years, and the marriage was during the 20<br />

years of military service (20-20-20).<br />
