2-D-8. take corrective action on recommendations of audit<br />

boards, advisory groups, and higher authority which are<br />

in the best interest of the Coast Guard;<br />

9. ascertain that the <strong>morale</strong> fund is being properly<br />

administered and its funds safe<strong>guard</strong>ed: that all income<br />

has been received and properly recorded and that all<br />

disbursements are made only for authorized purposes: and<br />

10. verify that physical inventories are conducted and are<br />

accurate.<br />

E. MWR Officer. At.units where <strong>morale</strong> funds are established,<br />

the commanding officer shall appoint a commissioned officer<br />

(when available) to act as MWR officer. In cases where a<br />

commissioned officer particularly qualified by experience or<br />

personal background is not available, the appointment of a<br />

CPO or civilian is authorized. Civilians appointed as MWR<br />

officers should be paid from appropriated funds sources and<br />

be qualified in accordance with Officer Performance<br />

Management standards. When appropriated funds or ceilings<br />

are not available for this purpose, civilian MWR officers may<br />

be paid from non-appropriated funds if qualified as specified<br />

above and approved by Commandant (G-P). Appropriated funds<br />

are the primary source of funds in support of the program<br />

with appropriated funds with supplementary support from non-<br />

appropriated funds. Members of the Chaplain Corps when<br />

assigned'to Coast Guard units may not be appointed as<br />

officers or custodian of the <strong>morale</strong> fund. The MWR officer<br />

shall:<br />

1. Develop and conduct programs and services designed to<br />

improve and maintain the <strong>morale</strong> of Coast Guard personnel<br />

and their dependents:<br />

2. operate MWR facilities;<br />

3. develop a financial plan and administer the use of MWR<br />

funds (See chapter 6);<br />

4. coordinate the purchase, custody, and issuance of MWR<br />

equipment:<br />

5. train and supervise the personnel assigned in the<br />

specialized functions of MWR; and<br />

6. coordinate relations with adjacent communities and other<br />

commands with respect to MWR matters.<br />
