intra/intermural sports program, providing<br />
opportunity for active participation by all<br />
hands, should be the basis for all organized<br />
sports activities within the Coast Guard.<br />
(3) Varsity Sports. Varsity competition is<br />
conducted by teams which are organized for the<br />
purpose of playing regular schedules over<br />
extended athletic seasons. Competition. might<br />
include participation in military/civilian<br />
leagues or those formed among commands of<br />
various Services. Varsity competition is<br />
authorized if it can be accomplished without<br />
detriment to the overall MWR program. Varsity<br />
programs should not be emphasized to the<br />
detriment of command intra/intermural programs.<br />
Where possible, selection to varsity sports<br />
teams should be based upon performance in<br />
intra/intermural programs. The justification<br />
for varsity sports programs is the benefit which<br />
should accrue to all personnel.<br />
Funds: Appropriated funding should be used for<br />
purchase of all supplies and equipment. Non-<br />
appropriated funds may be used to supplement the<br />
activity. Local travel should be borne by the<br />
member. Rental of vehicles, buses, etc. for extended<br />
travel of a varsity sport team may be funded with<br />
appropriated or non-appropriated <strong>morale</strong> funds.<br />
Supervision: All organized sports teams should have<br />
either a "coach" or "manager". Designated<br />
individuals will supervise the activity, ensure<br />
safety equipment is used, and generally be<br />
responsible to the command for the conduct of the<br />
participants.<br />
User Fees: Should be considered to defray expenses<br />
especially in those sports which are costly by<br />
comparison and/or in which participation is very low.<br />
12. Sailor of the Year/Quarter.<br />
a. Description: Many units conduct a yearly or<br />
quarterly competition to recognize its high<br />
performers. The "winner" can be recognized through a<br />
variety of awards or special privileges. Special<br />
privileges could range from a parking place to<br />
special liberty.<br />
