5-C-4. a. Scope: The tournament is comprised of three teams:<br />
Army, Air Force, and Sea Services (Navy, Marine Corps<br />
and Coast Guard). Each team is normally comprised of<br />
six members. The tournament is held in Washington,<br />
DC. Commands are encouraged to hold local and area<br />
tournaments to consider top contenders for the Coast<br />
Guard representatives to the Sea Services team. Each<br />
tournament should be conducted by a certified<br />
tournament director. Commands that cannot locate a<br />
certified tournament director in the area should<br />
contact the Chairman, USCF, 186 Route 9W, New<br />
Windsor, New York, NY 12550 for assistance.<br />

b. Selection of Coast Guard Members to Sea Services<br />
Team: Final selection of Coast Guard members for the<br />
Sea Services Team is based on chess rating and other<br />
tournament experience. Particular consideration will<br />
be given to winners of area tournaments.<br />
Participants in the Armed Forces Chess Championship<br />
normally have a high Class B rating (1600-1800), a<br />
Class A rating (1800-ZOOO), an Expert rating (2000-<br />
2200), or Master rating (2200 and above).<br />
C. Submission of Applications: All applications for<br />
selections to the Sea Services Team shall be<br />
forwarded to Commandant (G-PXM) in accordance with<br />
COMDTNOTE 1700 (published annually in May each year).<br />
The tournament is usually conducted during September.<br />
1. Well-regulated bingo is widely recognized as an<br />
appropriate outlet for social gatherings on military<br />
installations. It enables military personnel to<br />
participate in a group activity that will stimulate off.-<br />
duty social contacts of a <strong>recreation</strong>al nature. By<br />
providing a diversion from the exacting demands of daily<br />
military duties, it helps promote enhanced <strong>morale</strong> among<br />
participants.<br />
2. Plavina of Bingo. Bingo is authorized on Coast Guard<br />
installations within the United States, its territories<br />
and possessions, which are fully ceded, as well as on<br />
those installations which are not fully ceded where the<br />
playing of these games is not prohibited by the state<br />
concerned. Bingo will be conducted in full compliance<br />
with all applicable state and local laws. Additionally,<br />
bingo will be conducted in accordance with the following<br />
regulations:<br />
a. Bingo activities whether CGX or MWR sponsored must be<br />
self-supporting. Appropriated funds are not<br />
authorized to support bingo events.<br />
