Chapter 7. STAFFIN<br />
A. General.<br />
1. This chapter governs the administration of civilian personnel<br />
employed by MWR in the Coast Guard.<br />
2. The expenditures of appropriated funds to staff MWR positions is<br />
authorized. Authorized positions in blWR should be civil service<br />
positions. Commanding officers shall not convert authorized civil<br />
service positions to non-appropriated fund positions without prior<br />
approval from Commandant (G-PXM).<br />
3. Officer or civilian employees assigned to direct a MWR program shall<br />
be qualified for that position. A person may become qualified either<br />
by experience or by attendance at one of the <strong>recreation</strong> management<br />
courses offered by civilian universities or by other branches of the<br />
Armed Services. For civilian positions refer to the OPM.<br />
Qualification Standards for each separate occupation.<br />
B. Definitions.<br />
1. Appropriated Fund Employee is a person whose basic salary is paid<br />
from appropriated funds.<br />
2. Non-Appropriated Fund (NAF) Employee is an individual whose basic<br />
salary is paid from non-appropriated funds.<br />
3. MWR Employee is an employee who works within <strong>morale</strong>, <strong>welfare</strong>, and<br />
<strong>recreation</strong> whose salary can be either appropriated or non-<br />
appropriated funds.<br />
4. Local National NAF Employee is a citizen of a foreign country who is<br />
employed in that country by or for a non-appropriated fund activity<br />
which is operating under a standard agreement with that host country.<br />
5. Third Country National NAF Employee is a citizen of a foreign country<br />
other than the host country (and the United States) in which the non-<br />
appropriated fund activity is established.<br />
C. Personnel Management.<br />
1. Appropriated fund MWR employees .shall be administered in accordance<br />
with local civil sertrice and OPM policies.<br />
2. NAF MWR employees shall be administered in accordance with the<br />
Comptroller Manual, Volume VI,, Non-appropriated Fund Activities<br />
Manual (C0tlDTINST M7010.5 (series), enclosure (53). The<br />
establishment of any position must be reviewed and approved by<br />
Commandant (G-PC).<br />
3. The termination of a NAF MWR employee may result in an unemployment<br />
claim. MWR officers should determine the amount of liability and<br />
budget non-appropriated funds as necessary to cover this contingency.<br />
