10-A-3. b. (2) use of mandatory Federal supply schedules;<br />
(3) mandatory use of appropriated fund purchase documents; and<br />
(4) restrictions dealing with the procurement of personal<br />
services.<br />
C. Non-appropriated fund activities at overseas locations are<br />
authorized to purchase foreign goods and services as outlined in<br />
current directives. Every effort should be made to see that<br />
obligations in excess and near-excess currency countries are made<br />
payable in the currencies of those countries rather than U. S.<br />
dollars.<br />
d. Equipment and supplies purchased with <strong>morale</strong>/non-appropriated<br />
funds will be retained as the property of that <strong>morale</strong> fund as<br />
prescribed in 8.E..<br />
e. Personal property approved for use for N/R purposes is not<br />
subject to inclusion on allowance lists. Such property is not<br />
subject to technical notices concerning maintenance or<br />
modification and is not included in equipment population reports.<br />
However, this is not intended to relieve commanding officers or<br />
officers in charge of the responsibility of effectively<br />
controlling the use of such equipment or the need for obtaining<br />
necessary approval for structural alterations or authorization for<br />
such activities as amateur radio stations.<br />
4. Excess Personal Property Listings.<br />
a. Excess personal property appearing on excess listings of DOD and<br />
GSA activities may be requested and obtained by MWR activities.<br />
Excess personal property is obtained in the same manner as if it<br />
were requisitioned from the Government stock system. The<br />
requisition request is processed by the local supply officer. If<br />
material is not available locally, funds to cover transportation<br />
wil.1 have to be obligated.<br />
B. Resale Operations.<br />
1. Pal icy.<br />
a. The Coast Guard exchange system is the primary source of resale<br />
merchandise in the Coast Guard. MWR will not engage in the sale<br />
of merchandise except that which is directly related to the<br />
purpose and function of a particular activity and if the<br />
particular resale requirement cannot be met in a responsive<br />
manner by the Coast Guard exchange system.<br />
b. Resale functions authorized for operation by MWR are:<br />
(1) Vending machines at units without a CGES activity;<br />
(2) vending machines at units with satellite exchanges; and<br />
(3) hobby shop resafe activities.<br />
