I.f:.the DGD/USCG command authorizes, <strong>DOT</strong>/DOD civilians<br />

and-retired <strong>DOT</strong>/DOD civilians may be authorized<br />

limited use of golf courses and physical fitness<br />

facilities- if the installation has facilities with<br />

excess capacity.and if authorized by the commanding<br />

officer. If space is available in any Category C<br />

Members of the Selected Reserve "Red Card reservists"<br />

in good standing and members who are in a retired<br />

without pay status, and the dependents of such<br />

members, are authorized access to Category C revenue<br />

generating facilities. If space is available and the<br />

installation commander authorizes, they may also use<br />

physical fitness facilities.<br />

An individual-guest., who is not otherwise eligible to<br />

use MWR programs or facilities, when specifically<br />

invited and accompanied by an authorized patron for<br />

whom the. authorized patron assumes full<br />

responsibility, may use the same programs and<br />

facilities as the authorized patron.<br />

Military cadets (Service Academies and ROTC)<br />

authorized access to Category A and B programs when<br />

participating in field training or practice cruises.<br />

Commands may authorized military cadets access to<br />

Category C programs if it is determined to be in the<br />

best interest of the Government.<br />

<strong>DOT</strong>/DOD contract personnel and technical<br />

representatives whose full time place of duty is at<br />

the installation assigned may be authorized access to<br />

Category C programs at that installation if approved<br />

by the installation command.<br />
