10-D-2. Policy.<br />

a. The use 'of Coast Guard or GSA-owned vehicles for<br />

official MWR business is permitted if it can be made<br />

available without detriment to operational<br />

requirements and when approved by the commanding<br />

officer.<br />

b. Prestige vehicles will not be procured or financed by<br />

<strong>morale</strong> funds.<br />

C. A complete and up-to-date inventory of all MWR<br />

vehicles will be maintained by the unit.<br />

d. Vehicles shall be procured with due consideration to<br />

vehicle age, economy of operation (mpg), and<br />

maintainability.<br />

The administration and operation of all MWR vehicles<br />

is a command function and should normally be under<br />

the direct supervision of the MWR Officer.<br />

Operators of all automotive vehicles defined in this<br />

<strong>manual</strong> will have in their possession a current State<br />

Operator's License.<br />

Although non-appropriated fund vehicles are not<br />

subject to State inspection requirements, they shall<br />

be subject to the same inspection requirements as<br />

other Coast Guard vehicles with regard to frequency<br />

of inspection, safety requirements, and mechanical<br />

soundness. See Chapter 9 of the Coast Guard Motor<br />

Vehicle Manual, (COMDTINST M11240.9 (series)).<br />

MWR vehicles can normally be serviced in Coast Guard<br />

facilities. Depending on the service performed and<br />

work hours spent, reimbursement for services may be<br />

required.<br />

4. Records and Reports.<br />

All activities will establish and maintain records and<br />

reports for MWR vehicles as required for all other Coast<br />

Guard vehicles.<br />

5. Registration and Licensing.<br />

a. MWR functions are exempt from the payment of State<br />

and local registration and license fees on vehicles,<br />

including trailers, operated beyond the limit of the<br />

Government reservation. However, the following<br />

regulations shall be observed:<br />

(1) MWR vehicles and trailers shall be assigned<br />

USCG registration numbers (MWR license plates).1<br />
