addition, personnel officially assigned duties within the<br />
MWR program may not receive compensation for officiating<br />
any event within that program.<br />
To defray operating expenses of dependents' schools nor<br />
to pay tuition or fees incident thereto.<br />
Donations to or expenditures for any charitable or<br />
fraternal group or organization.<br />
Payment to officers for administrative work performed on<br />
MWR matters.<br />
Payment to enlisted personnel for work performed on MWR<br />
matters unless the following conditions are met:<br />
a. The work is voluntary and/in addition to their<br />
regular assignment and is performed during off-duty<br />
hours: and<br />
b. employment, by reason of hours or nature of the work,<br />
does not interfere with the proper and efficient<br />
performance of their military duties, which shall at<br />
all times take precedence on their time, talents, and<br />
attention.<br />
Payment to civilians for work performed at any time on<br />
MWR matters if they are already full-time civilian<br />
employees of the Federal Government, whether paid from<br />
appropriated or non-appropriated funds (Dual Compensation<br />
Act applies).<br />
To construct, alter or renovate any facility or for<br />
procurement of any item of equipment not used primarily<br />
as an integral part of the MWR program.<br />
Support of religious programs.<br />
Payment of instructors, tuition, or purchase of books for<br />
off-duty military education programs.<br />
I. Morale Fund Assistance. Commanding officers may request MWR<br />
financial or administrative assistance from the district or<br />
MLC responsible for their program via the chain of command.<br />
The commanding officer shall provide the district or MLC with<br />
full details of the need, proposed use of the funds, number<br />
of personnel supported, and any other pertinent information.<br />
When the proposed use may be chargeable to appropriated<br />
funds, complete information regarding efforts to obtain these<br />
funds will be provided.<br />
