User Fees: Should be charged to at least offset day<br />

to day operating costs and replacement of boating<br />

equipment (i.e., PFD's, fire extinguishers, paddles,<br />

sails, etc.).<br />

Safety: To safe<strong>guard</strong> against the hazards that may<br />

befall the inexperienced or unwary boater, commanding<br />

officers of units that sponsor a MWR <strong>recreation</strong>al<br />

boating program shall ensure it entails as a minimum:<br />

familiarization with all Federal and State<br />

boating regulations and safe boating practices:<br />

familiarization with unit's boats and local<br />

boating areas:<br />

required safety equipment (see Federal<br />

Requirements for Recreational Boats) on board<br />

when boats are issued for use and complies with<br />

USCG Auxiliary Courtesy Marine Examination (CME)<br />

equipment requirements:<br />

individual instruction in the use of safety<br />

equipment;<br />

a sign posted conspicuously in each <strong>recreation</strong>al<br />

boat "PFD will be worn by each occupant at all<br />

times";<br />

eligible members checking out a <strong>recreation</strong>al<br />

boat shall indicate in writing their<br />

responsibility to ensure that the occupants wear<br />

PFD's;<br />

all eligible members should complete the Coast<br />

Guard developed self-instructional "Skipper's<br />

Course" prior to being authorized use of any<br />

<strong>recreation</strong>al boat. Prior qualification of<br />

another command may be honored. The "Skipper's<br />

Course." may be obtained from the Superintendent<br />

of Documents, U. S. Printing Office, Washington,<br />

DC 20402; and<br />

separate qualification criteria shall be<br />

developed for operation of sailboats. Commandant<br />

(G-PXM) has a sample sailing qualification<br />

criteria handout which will be provided upon<br />

request.<br />

Boating Courses: The following courses are offered<br />

by the USCG Auxiliary and U. S. Power Squadrons and<br />

may be helpful in developing your program (for<br />

information on location of courses call 1-800-336-<br />

BOAT):<br />
