When fees are established, no one should be exempt<br />

from payment. Each individual should be charged the<br />

established fee for an equivalent amount of<br />

participation.<br />

It is not unreasonable to place a higher charge for a<br />

short period of time on an activity in order to<br />

amortize the cost of a capital improvement.<br />

Fees for participation in MWR activities may not be<br />

paid directly to instructors or individuals providing<br />

the service. All fees shall be deposited in the<br />

<strong>morale</strong> fund.<br />

3. Fees and charges are identified and classified as<br />

follows:<br />

Admission Fees: Admittance to buildings or<br />

structures where entry and exits are controlled and<br />

attendance regulated. Examples: shows, dances, and<br />

athletic contests.<br />

Rental Fees: Exclusive use of tangible property.<br />

Patron has the right to enjoy use of property without<br />

consuming, destroying or damaging it in any way. For<br />

example: golf carts, camping equipment, boats,<br />

trailers, etc.<br />

Facility Use: Charges for use of facilities<br />

essential to participation in a particular activity.<br />

For example: bowling lineage fee, golf green fees.<br />

Sales Revenue: Sale of merchandise when authorized.<br />

Ownership of item passes from seller to buyer with<br />

each sale. Example: from vending machines, hobby<br />

shop supplies.<br />

Special Charges: Service for a particular purpose<br />

which is not normally a required governmental<br />

service. Examples: entry fee for bowling<br />

tournament, fee for organized classes, bridge<br />

tournament, etc.<br />

H. Prohibited Use of Morale Funds. The expenditure of Morale<br />

funds is limited to those that benefit the unit from an MWR<br />

standpoint. The expenditure of MWR funds for the following<br />

is & authorized:<br />

1. Receptions or expenses of functions incident to<br />

activation of a new command or change of command<br />

ceremonies (use XXF funds), however, commands are<br />

authorized to use <strong>morale</strong> funds for all hands party in<br />

conjunction with change of command ceremonies.<br />
