5-B-3. Hobby and Craft Shops.<br />
a. Description: This pertains to a wide variety of<br />
directed and self-directed activities which fall<br />
under the general category. It could include<br />
woodworking, ceramics, stained glass, pottery,<br />
painting, etc.<br />
b. Funding: Equipment and tools should be purchased<br />
with appropriated funds. Cost of supplies and<br />
materials will be borne by the individual.<br />
C. User Fees: If appropriate, user fees should be set<br />
to defray the cost of the facility operator.<br />
Normally, however, most of these activities are self-<br />
directed and an operator is not required.<br />
4. Recreation/Lounge Areas.<br />
a. Description: These are furnished <strong>recreation</strong>al areas<br />
located close to or within the bachelor quarters.<br />
Included may be reading and television areas, stereo<br />
sets, billiard and ping-pong tables, table games,<br />
etc.<br />
b. Funding: Furniture and other <strong>recreation</strong> items should<br />
be purchased with appropriated funds.<br />
C. User Fees: Are not normally charged for the self-<br />
directed activities, however should be considered for<br />
tournament, dances, parties, etc.<br />
5. Recreational Quarters.<br />

Description: Some districts and Headquarters units<br />
maintain <strong>recreation</strong> quarters (housing cottages and<br />
trailers). These facilities are generally,located in<br />
vacation areas which offer a variety of local<br />
<strong>recreation</strong>al activities. Information regarding these<br />
facilities may be found in the Coast Guard Recreation<br />
Areas and Temporary Guest Housing Facilities Guide<br />
(COMDTPUB P1710.14 (series)).<br />
Funding: Initial outfitting of <strong>recreation</strong>al housing<br />
should be accomplished with appropriated funding.<br />
Thenceforth, with the exception of major renovation,<br />
<strong>recreation</strong>al quarters should be self-sufficient.<br />
User Fees: User fees and charges should be set to<br />
defray all operating costs including supervision and<br />
cyclical replacement of furniture, appliances,<br />
fixtures repairs and maintenance.<br />
