5-B.7. Child Development Centers.<br />
a. Description: An on-base facility operated under the<br />
MWR program which offers regular, supervised child<br />
care for military, and civilian employees working or<br />
living on the base. (Policy and procedures for<br />
operation are contained in COMDTINST 1754.l(series).)<br />
b. Funding: Appropriated funds are authorized for<br />
construction, utilities, furniture, and equipment.<br />
Unit non-appropriated funds and contributions and<br />
donations from individuals or private organizations<br />
may be used to supplement funding or for special<br />
equipment and nonrecurring supplies.<br />
C. User Fees: It is Coast Guard policy to provide<br />
quality care at reasonable fees, affordable to junior<br />
enlisted personnel and hardship cases. Fees will not<br />
be established to earn a profit. Fees and charges<br />
should be set to cover basic operating expenses<br />
(food, recurring supplies, and direct salary expenses<br />
of caregivers and staff other than director). Fees<br />
should be on a sliding scale based on rank, or which<br />
allows for more than one child from the same family,<br />
or based on total family income. The recommended<br />
reduction is not more than 20percent of the weekly<br />
rate. Hourly rates, however, should not be reduced.<br />
(1) Charges for meals and snacks should cover the<br />
cost of both food and labor and be included in<br />
the fees.<br />
(2) Fees for military personnel shall be lower than<br />
those charged by commercially operated centers<br />
offering comparable facilities and care.<br />
Normally a 25 percent to 50 percent discount<br />
should be targeted.<br />
(3) Centers which offer part-day as well as full-day<br />
care should charge proportionally more for a<br />
part day in order to cover administrative cost.<br />
A rate of 60 percent of the full-day weekly rate<br />
is suggested.<br />
a. Recreational Boating.<br />
a. Description: The maintenance of power boats or<br />
sailboats for use by eligible participants.<br />
b. Funding: Is authorized from both appropriated and<br />
non-appropriated funds. See chapter 4 for<br />
appropriate expensing.<br />
