~~~~~,~~~: The <strong>morale</strong> committee shall consist of three or more<br />
representative personnel detailed in writing by the<br />
commanding officer. Membership shall be provided to ensure<br />
that officer and enlisted personnel have suitable<br />
representation on the committee. If more than one command<br />
is involved, there shall be representation from all commands.<br />
The chairperson shall be appointed by the commanding<br />
officer. Each member shall have one vote. The MWR officer<br />
shall attend the meetings of the committee to supply<br />
information regarding directives and the availability of<br />
funds, but shall not have a vote. A report in format<br />
similar to enclosure (4) shall be submitted expressing its<br />
views and recommendations. Members of the <strong>morale</strong> committee<br />
shall not receive financial renumeration in cash, goods, or<br />
services for<br />

H. District Advisory Board (optional). At a district or MLC<br />
where <strong>morale</strong> funds are administered for the benefit of<br />
several subordinate units in addition to the district or MLC,<br />
it may be desirable to establish an advisory board. If<br />
appointed, the board will consist of not less than three<br />
members, officer and enlisted. The senior member will chair<br />
the board. The board works in an advisory capacity to the<br />
fund administrator and should make a report of each meeting<br />
includinu items considered 'and the boards recommendations.<br />
The board's scope may include but is not limited to:<br />
1. Review and recommendation on subordinate unit requests;<br />
2. review of district/MLC wide programs;<br />
3. review operation of collocated units;<br />
4. review of district/MLC policy involving unit <strong>morale</strong>; and<br />
5. review of new program or facility plans.<br />
The district/MLC MWR officer shall work closely with the<br />
board to prepare agenda and provide background or financial<br />
information where necessary. The MWR officer, however, shall<br />
not be a voting member.<br />
